1. Graduated from White Bear Lake high school 2. If a freshman has a high school GPA of at least 3.0 OR if a university sophomore, junior or senior has an overall GPA of at least 3.0 3. Demonstrated involvement, leadership or volunteerism in community 4. Enrolled full time when scholarship is received; Additional consideration given to students with financial need
